The Construction of the office complex has been completed and the building has been taken over by NCA. The provisions related to payment to M/s ECIL under Hydromet Project have spilled over to 2007-08 and 2008-09 as the handing over of project was delayed on account of various reasons. The unspent money remaining in NCA fund on account of the above works, is proposed to be utilized during the next year.

Share contribution by the party states towards R.E. 2007-08 and B.E. 2008-09 :-

            The shares to be contributed by the State Governments have been worked out in two components i.e. separately (i) for NCA office expenses, and (ii) for Hydromet Network expenses and given in Statement I & II respectively.

            Table-2 & 3 below gives the outstanding share of each of the party states for the previous years (which are required to be released immediately) and the  share for the year 2008-09 (to be released by 30th April of 2008) based on the enclosed R.E. and B.E. in respect of NCA office expenses and Hydromet Network Project respectively against each of these two heads.

Revised Estimates for 2007-08and Budget Estimates for 2008-09

            The Narmada Water Scheme notified vide then Ministry of Irrigation on 10th September,1980 laid down under Clause-13(3) that “NCA is to prepare each year, detailed estimate of the funds required during the twelve months from the first day of April of the ensuing year showing the manner in which it proposes to spend such money. Thereafter a copy of the detailed estimate is to be forwarded to concerned Chief Secretary of each of the party states, indicating the amount required to be contributed by each states for the next financial year."  Each of the State Governments shall pay to the Authority its contribution as indicated by the Authority on or before the 30th Day of April of the ensuing year.

            There are two major head of expenditure in NCA namely (i) NCA Office Expenses and (ii) Hydromet Network Expenses for which above estimates are made separately and shares of the party states are calculated on the basis of different formula as described hereunder:-

(i) NCA Office Expenses : All establishment expenses, expenditures on Resettlement & Rehabilitation works, Environment works, Energy Management Center, Expenditure on office buildings and residential quarters are charged to NCA office expenses. As per Clause-8 of the Narmada Water Scheme, these expenses are to be shared in equal proportion by the party states.

(II) Hydromet Network Expenses: The NCA Secretariat is carrying out establishment of Real Time Data Acquisition System(RTDAS) in Narmada basin for early warning of floods/ inflows for the safety of the dams and for taking timely action to mitigate the damages due to floods. Also certain key Gauge & Discharge (G&D) sites were established by NCA and a few important G&D Sites of Central Water Commission(CWC) were upgraded by providing sophisticated hydrometeorological equipment. M/s ECIL has been entrusted with the work of establishment of RTDAS in Narmada basin.The Telemetry system in working condition including MCC have already been takn over and their maintenance aspect has been commenced aprt from the residual payments to be released to ECIL. The administrative expenses on staff fully employed on hydromet network are being charged on hydromet expenses. The expenses being incurred on this head are to be shared in the ratio of 44:40:15:01 respectively by the Govt. of Gujarat, Govt. of Madhya Pradesh, Govt. of  Maharashtra and Govt. of Rajasthan as per the decision taken in the 62nd Meeting of NCA held on 4th May,2001.

Reserve Funds of NCA : Pursuant to the decision of NCA in its 6th Meeting held on 26th February,1982 a reserve fund of Rs.20.00 lacs is kept for operation during exigencies.

Revised Estimates for 2007-2008 & Budget Estimates for 2008-09 for NCA :
In pursuance of the  above, Summary of Revised Estimate for 2007-08 and Budget Estimate for 2008-09 are enclosed at Annexure-I .Table-1 below gives extract of these estimates in respect of (i) NCA office expenses (including funds for construction of NCA buildings), and (ii) Hydromet Network which have been prepared separately.
